These are essentially similar environments, both may have residual fuel and latent fumes that are both toxic and ignitable. Beginning with the fuel tank, it is important to completely empty the tank and to scrape or dry mop the interior down before cleaning so that the gross residual diesel fuel or gasoline is completely removed before exposing personnel to the interior. In tanks large enough to stand up in, be certain that adequate lighting exists to illuminate surface soils (should be UL approved for no-spark and for liquid submersion applications). This will also ensure that a thorough job is done of cleaning the surface to bare metal.
Provide adequate fresh air and air exhaust so that fumes are exhausted as quickly as possible. When residual fuel is solubilised with cleaning solution under a warm pressure stream, it becomes a vaporous cloud that may be ignited or at least is toxic to inhale. Proper ventilation means air changes not just air movement.
Protective clothing should be worn, including a full rubber or plastic coverall, head covering, goggles or face mask and a dependable respirator, water tight gloves and knee high rubber boots.
Prepare a 10% solution of SC-1000™ at preferably 110F and nozzle pressure of 1500 psi with a 5 degree V orifice. Solution required is usually 1.5 to 2.5 gallons of solution per each 100 gallons of tank volume, depending upon the flow rate (a function of the orifice diameter and pressure). For heavily soiled tank surfaces, we recommend that an all-over spray down be allowed to dwell for 10 minutes before a thorough scrubbing with a poly-fibre handled brush and then a pressure washing, running the sprayer back and forth from top to bottom of the tank. Where tanks are vertical rather than horizontal, the ceiling should be done first. Follow with warm water (85F+) rinse from top to bottom. Follow with thorough draining and let air dry.
If SC-1000™ alone was not sufficient for heavy soils, use a mixture of 90% SC-1000™ and 10% SC-Supersolve™.
For those fuel tanks which are too small to enter, cleaning might best be done by the following steps:
1. Empty tank
2. Flood with 10% warm water solution of SC-1000™ and let set for 20 minutes with an electric mixer
3. Drain tank
4. Re-flood with plain water
5. All fuel residue should be filtered or baffled through an oil water separator at not less than 5 microns mesh to capture hydrocarbon solids (gases require 1 micron mesh or smaller with a clay filter and gas
Method of flooding the fuel tanks: overnight soaking is really not necessary; 20 minutes to an hour should be adequate. The major problem is the dramatic reduction in micelle activity at or near freezing. It would certainly require lots of scrubbing to clean adequately in a cold ambient environment.
For fuel supply lines to the engine, it is necessary to have a disconnect at the engine that would allow the cleaning solution to pass through the length of pipe and valves, but not pass in to the engine. Cleaning solution that passes into the ship’s diesel engine can be very destructive by removing necessary lubricants from combustion chamber walls and exhaust ports and may foul ignition plugs.
Bilge cleaning is similar to fuel tank cleaning except that the dimensions are much larger in ship bilges. If the ship has an oil water separator on board, then it must first be used to pump the bilge dry. Often this is not feasible unless in dry dock. Bilges will generally have a mixture of fuels, lubricants, algae, aquatic microorganisms, mucaceous slime (mostly proteins), animal and human waste including on-board sanitary waste and several gases including methane, ethanol and chloral benzene. Most bilges are high enough to walk through and may include exposed superstructure such as steel ribs and cross members or they may be a closed wall system (some bilges are flushed frequently at sea).
The same methods used for fuel tanks are necessary for bilges, except that it may not be possible to completely air dry the interior. In order to maintain the bilge free of soil wastes on the side walls of the bilge, the bilge may be aided by introducing SC-1000™ at 1% to 5% solution. This will also aid in lowering volatile hydrocarbons (aromatics).
Approximately 8 gallons of SC-1000™ will disperse 70 gallons of oil from a ship’s bilge. Agitate with 80 to 100 gallons of fresh or salt water. If at sea, the roll of the ship will agitate the solution sufficiently. If in the harbour, agitate with high pressure water until the oil goes into solution. When the SC-1000™ has completely suspended the oil, the mixture should look milky (having created a temporary emulsion). SC-1000™ is very efficient at removing Bunker “C” type fuel oil.
We cannot recommend that fuel compartments be cleaned at sea if, by doing so, any part of the remainder soil might drain or be discharged into the ocean.
Fuel residue at docks could easily be pumped out to an oil water separator.
Seafood residue at docks should be allowed to dump into water, otherwise puming to street sewer.
The bilges should not be pumped into the ocean, however they generally are. Bilges should only be cleaned by use of an oil water separator at the dock or by use of 5 micron mesh on board filtration.
